State of the Area Address 2009


I was not at last nights State of the Area Address but I have had lots of reports from people who did attend. As ever Tameside MBC appear to have a positive plan for the future. As I have said before; we may moan about the way our council is run, but compared to many others Tameside MBC is a visionary council and a model of efficiency. I have travelled far and wide throughout this land and believe me there are some truly terrible local authorities - some of them very close to us such as in neighbouring Oldham.

I still maintain Tameside’s success is due to the prudence and wisdom of Roy Oldham. He is after all Britain’s longest serving council leader and it is that continuity that helps Tameside MBC win award after award for their excellent performance.

One of the more curious reports I received from the State of the Area address was the apparent confirmation from Cllr Oldham that Tameside MBC have donated £50,000 to an African village called Kiagware.

If what I am told is correct, the reason for this is the people of Kiagware are having it hard at present due to conflict in the Nyanza province. Apparently ‘racism’ could be at the heart the problems afflicting Kiagware, but other observers suggest it is tribal rather than ’racist’(Is ‘racism‘ just another form of tribalism?). Whatever the truth of the matter, and if anyone has any further details please do share them with us, surely some people in Tameside will be asking themselves if the £50,000 donated to Kiagware would have been better spent a bit closer to home, ie; in Tameside? I myself thought foreign aid was dealt with and distributed by national government, I had no idea local authorities were authorised to distribute their own foreign aid.

The thought had crossed my mind to snap your neck but then I would miss this site and the shit you occasional spill out. You were talking with the Tory boy the Longdendale candidate did you not see me next to you, the quiet one, shame on you.
You sat close to the press officers half a sleep in what you and I can only describe as an interesting three hours, all that time I was so close to you yet you were unaware that I was watching you. I know who you are we use to frequent the same circle of friends, but since then I have moved on.

I once heard this subject debated on a BBC programme I think it was "Have I got news for you" someone suggested it was a bolus of wankers, by the way I did not Know Clive was married as he fallen out with her bet its because hes never home now hes on the council, it happens to lots of them.
Or did he catch her with a certain Stalybridge Tory councillor known for his wandering.

Dear 'Old Friend', I can absolutely guarantee you I was not at last nights meeting. I am not even sure what time the meeting took place, but if you look at the item beneath this regarding the shoeboxes for our troops you will see it was posted at 20.42. Was the meeting still taking place at that time and if it was, and I was there as you suggest, how did I post the item? There are only three possible answers assuming the meeting was still running at 20.42; firstly it was not me you had ‘under observation’, secondly it was me and I was using a laptop or other handheld device to post on this blog while simultaneously observing the meeting or thirdly, I knew you had me under observation and thought, rather than risk getting my “neck snapped”, and you had have to good to succeed if you attempted to do that, I secretly instructed Mrs TC to quickly knock up an item and then post it here to help get me off the hook?

Feel free to ‘expose’ me if you know who I am, but I sincerely promise you I was not at any council meeting last night so you may risk exposing the wrong person. Also, please remember this - violence is never the answer.

Helping hand, explain how sixty years of 'compassion' has improved the Third World where people still die like flies in vast numbers and will continue to do so as long as lunatic organisations like Oxfam throw our money into the furnace of chronic promiscuity, corruptiopn, bloodlust and innate savgery that is rampant, particularly in Africa.
Compassion and doing what's 'nice' aren't always the solution, especially when there are a massive number of deserving cases in our own country which should always come first.

A very interesting council meeting on Tuesday besides the admission form John Bell about him and his assistant masturbating in the computer room, we had a man on the front row he was with the conservative candidate for Longendale a plumpish man, I think he stood in Ashton last year for the conservatives, he spent the whole night breaking wind causing a foul smell in the gallery.
Then we had that young lad arrive I am told his name is Liam he was made to sit on a very small chair looked like he was on a child's potty he did not like it and left sharpish.
I did not know what to expect when invited to this event but it was a long night and the side shows did help keep me entertained

Dear drop snap, their is a saying in English law that says better one innocent man hang then nine guilty walk free. The death penalty has never deterred anyone from committing crime for over two hundred years the British have executed or mutated criminals as you would have them called for nothing less then stealing bread. What about Stephen kiziko? Would you have liked to see him drop and snap? Now imagine you in that position innocent, but then by sheer rhetoric of a barrister and twelve members of the public ordained to be gods for a persons life in the balance you are found guilty of a crime you did not commit. There are over 200 people who have been killed by released murderers since 1965, the average 'life' sentence being 11 years. You say the death penalty has never deterred anyone, I suggest you read a few books about the atmosphere amongst the inmates on the morning of an execution. Capital Punishment was a statement of intent from the criminal justice syetem about how far it was prepared to go to uphold law and order, it was also the one punishment that fitted the worst crime of all. The system lost its bottle in 1965 and since then a punishment based system has been replaced by ever accelerating leniency and excusemongering resulting in rampant lawlessness.
Stefan Kiszko would have been cleared with DNA and the advances in understanding of his medical condition of hypogonadism.
Derek Bentley went to rob a warehouse with an armed accomplice - an extremely effective 'common purpose' law existed then so murder by an armed gang member meant accomplices were held to be equally guilty. This resulted in criminals frisking each other to ensure no-one was armed before they went out on a job - who shot unarmed PC Sidney Miles through the head. The accomplice was let off the death penalty because he was sixteen and is still alive today, the one TRUE injustice in this case. The basic defence of Bentley was that because he was of low intelligence he should have been let off, an absurd proposition. YOU worry about the perpetrators I'll save my sympathy for victims and decent law abiding citizens like PC Miles.
No system is perfect and a balanced judgement omitting self-indulgence, moralising and squeamishness is required, particularly for decisions of such fundamental importance. The powers that be in Britain once had the courage and integrity to make such decisions. Such qualities amongst our leaders are now noticeable by their extreme absence, and have been replaced by 'the soft option'.

the fact was that stephen would not have been cleared would he thus spending eighteen years in jail for nothing better then having his neck snapped. when our justice system can be deemed as 100percent accurate, then and only then for the most horrific of crimes could such a punishment be consider... but it would never stop murder, rape, it is a fact of life it was tried and still did not detter

Kiszko WOULD be cleared if he was tried now on several grounds including DNA. The point is that the chance of anyone now being wrongfully convicted with all the hoops the Police have to jump through and legions of do-gooders obsessed with the 'rights' of criminals is virtually zero. An average 'life' sentence of eleven years with the last two or three spent in a holiday camp type prison is not only clearly a massively reduced deterrent, it does not fit the nature and seriousness of the crime. It is also an offence against the posthumous rights of the victim and against the victim's friends and relatives.
The foundations of any criminal justice system should be punishment and the reduction of crime. The proven best way to achieve this is long, mandatory prison sentences which remove all doubt, particularly from the criminal's mind, about the consequences of choosing to commit a crime, with the death penalty as the ultimate sanction and foundation stone. The truth is there are crimes so horrendous that the perpetrators deserve it.

Bring in the American style chain gangs make them do community work chained up, they could be clearing up the leafs now then snow clearance when it arrives.
Hard Labour did work in many countries trust me not many went back for another dose, remove the luxuries bang them up when not out working, then introduce a reward scheme for the ones who behave inside.
Bring in the the three strikes and your in for life scheme like the Americans have, you will see crime reduce overnight, allow victims of criminals to compensated by the criminals I know some now get a little compensation but its minimal, hit them hard seize cars houses and goods to pay it, and if they have very little increase the jail term to reflect it.
Sending these scum bags to prison does not work I admit that but that's because of the cushy life they have, many will wash for the first time in ages be given decent food on a regular basis and so on, but remember this while they are inside they are not stealing from me and you,or mugging your mum or grandmother ruining their lives.

DSGR, your argument regarding DNA and the death penalty is deeply flawed. Had DNA evidence been available when Stefan Kiszko was fitted up it would have made no difference. The police officers who framed Stefan Kiszko knew he did not commit the horrific crime they accused him of. Stefan could not produce semen - and they knew that, but they still went ahead and lead the jury to believe the semen found at the scene was Stefan’s. Police officers who are as corrupt as that would not think twice about planting DNA evidence to get their conviction.

The only way you could almost certainly wipe out this type of corruption if the death penalty were ever to be re-introduced, would be by offering a caste iron guarantee that if any police officer was ever found guilty of planting DNA evidence in a case where a death penalty was likely - he would be automatically executed upon conviction. This would be the only deterrent which would be likely to work.

TC makes a very important point. The evidence available at the time proved Stefan Kiszko was innocent but corrupt policemen and / or forensic experts hid the evidence.


It was the West Yorkshire Police who did it, the same police force who are now the leading "anti-racist stormtroopers" of ZanuLabour

In the 70's 80's the corrupt police had this situation in practice of getting young lads into the station not completely innocent, but get them to admit to crimes still on the books. The police have always been corrupt now they work for new Labour to intimidate political opponents.

Stefan Kiszko never stood a chance once he admitted he had killed Lesley Molseed, why did he admit to the killing ,because he was told he could go home to his mother if he did so.
Two professional people knew he had not killed her both knew he could not get an erection and produce sperm, they knew he was receiving treatment for this and they thought the side effects of this treatment could cause people like Stefan to commit sexual acts.
Dick Holland the senior police officer on the case and Ronald Outteridge the leading forensic scientist on the case both knew he could not have done it.
Both were charged in July 1994 with suppressing evidence in the case against Stefan, the case was proceeding slowly along towards the crown court, then in May 1995 the case was challenged in the magistrates court arguments were placed before Jane Haywrd a professional magistrate her ruling was that the case should be stayed she said the two could not not receive a fair trial for various reasons.
There have been several attempts to get information about Stefan's trial and the case against Holland and Outteridge one of then being the Daily Mirror newspaper using the freedom of information act,all have failed because the police say it not in the public interest.
I along with many would not agree I want to know why two so called professional public servants in post to protect the public did not do their duty and tell the true facts about Stefan and why did they not protect him from an injustice.
These men damaged Stefan and his family they cheated the Molseed family they seriously damaged their professions, Stefan said he was never worried about him being convicted because he said the police do not tell lies and he believed in their integrity.
Stefans mother and auntie never doubted his innocence dispite some vile treatment by some locals she never gave up on him, the pictures of Stefan going home with is Mother and auntie will live with me and others for ever.
We need the truth to come out about this case not just for Steffans and Lesley's family but for the integrity of the criminal justice system.

TC, there are some crucial points missing from your assertions. The Police suspected Stefan Kiszko at the time because two local teenage girls had accused him of exposing himself. Whether true or not Kiszko, due to testosterone treatment for his hypoganadism he had begun getting erections and developed an interest in pornography. When the Police discovered this they put two and two together and came up with five and looked no further into the science than suited them.
Regarding DNA, ALL arrested pesons now have a sample taken and in a case of this nature Kiszko would be instantly cleared so it would be impossible for him to be hanged. If the Police were regularly doctoring samples to fit people up, particularly in sex crimes, there would have to be NO contact evidence from the real perpetrator, a virtual impossibility given modern forensic techniques. They would also need the collusion of forensic scientists who examine the bodies and/or clothing of victims.
Finally in 1984 The Police And Criminal Evidence Act was introduced which meant formal procedures had to be followed when interviewing suspects, including tape recording. The Act also gave interviewees stated rights including breaks.
DNA convicted Castree (who WASN'T fitted up) and it would now clear Stefan Kiszko.

There was a case recently where a woman was charged with robbery because her DNA was found in the house where the robbery took place.

It was found on a greetings card which she had signed for the woman whose house it was.

They were work colleagues

When your DNA is found in an area where a crime as been committed you are asked if you know of any reason why it should be there, that would clear up any misunderstanding just like the lady did.
Some people do swear they have not been in a million miles of an area when questioned and that's when the cops will get suspicious of you, especially when they have your finger prints and DNA in that area.
This debate and its been a good one thankfully, the idiots who normally post on here have stayed away,is about other evidence known to the police and being withheld to get a guilty verdict when they knew the person was innocent.
They took advantage of man known for his poor mental health a vulnerable man who depended on his mother to survive, she proved to be one hell of a mother the cop and forensic officers proved trust must be earned.

Not as easy, DNA cannot prove guilt in most cases. The police are a well known corrupt force. The list of innocent people framed by the police is endless. Thousands of people are in jail because of police corruption.

The national DNA database should contain convicted criminals only. Any government that was actually SERIOUS about reducing crime would address what is far and away the most crucial issue; the chronic leniency endemic in the Courts and criminal justice system as a whole. There is no point in using science to catch people and then letting them off with a slap on the wrist.

It was revealed this week that Tameside Hospital was in top 12 for being the worst hospital in the UK.

I disagree (and come late to this discussion...)

Ronald Castree was also fitted up. There is overwhelming evidence that the murderer of Lesley Molseed was Raymond Hewlett.

To believe that they would fit one innocent man up (by hiding evidence) but would NOT fit another man up (by planting evidence) is naive.

The true question is WHY did they convict Kiszko and now Castree?

I believe Raymond Hewlett was given some kind of a deal, and his time in Ireland is the clue as to what that deal involved.

Will anyone fight for Castree? No.

They've gotten away with it now that Raymond Hewlett is dead. Castree will rot in jail for a crime he did not commit, and that is simply that.
