Yes, the traffic queuing is on the M67 as it nears Denton. And the CPO sign is in rural land designated to be concreted over to create the bypass. If the bypass gets built and the inevitable traffic increase takes place, the usual Denton bottleneck will become infinitely worse.

I'm guessing but maybe the top photo is of the compulsory purchase order to acquire the land on which the motorway,at the bottom, was built.
