How Tameside council spent over £27m in one month



Tameside council have listed more than 1,800 separate payments made during December last year, totalling £27.5m.

The biggest outlays were made to contractors for the council's Building Schools for the Future programme.

Three bills totalling £4.5m were made to Inspired Spaces, a joint venture between the council and builders set up to deliver 12 new schools.

Other large payments included £850,000 to the Greater Manchester Waste Disposal Authority and £220,000 to Tameside sports trust.

More unusual outgoings featured in the youth services department.

There was a £600 bill for paintballing, £3,400 for karting and £7,500 to the Water Adventure Centre in Droylsden, which provides kayaking and canoeing.

The council also spent £11,500 on street theatre and £500 on Heineken.

Management consultants Blue Orchid received £20,000 while Hyde-based kiln manufacturers Furnace Construction were paid £3,500.

There are going to be some serious allegations made on this blog regarding TMBC's Executive Team and their incestuous relationship with Inspired Places as well as many other commercial interests.

Senior council staff are going to be exposed. They can complain all they like, but they only have themselves to blame. Nobody forced them to be so greedy, and it is now only a matter of time before the chickens come to roost.

It's a disgrace that it has taken them so long to publish this data which only goes a month back when many other councils are publishing data as far back as a year. I suspect they have something to hide.

16 "ASSISTANT DIRECTORS" at TMBC in total earn approx £1.25 million per year approx £78K each with their
8 Executive Director bosses in total pulling approx £830,000 at average of £103,000 each.
So 24 staff take well over £2 MILLION in salaries from OUR POCKETS & PURSES every year.
How many of the ASSISTANT DIRECTORS also need ASSISTANTS at twice the average UK wage ?????????.
With over £27 MILLION spent in just December 2010 on Outside Advisors,Consultants,and Various Services,strikes me a load of the
"senior" staff are having to employ
realms of people too do the jobs they are incapable of doing.
The TMBC Gravy Train filled with OUR MONEY must be travelling at
a snails pace overloaded with people and loot.
No wonder they are sycophantic followers of the Executive Cabinet of Councillors.

How many of the Executive Directors earn EXTRA if you observe the groups,quangoes,committee`s they are on outside of TMBC.

This also excludes their cushy pension contributions. You will find the cost is far higher.

And the above poster is right. This excludes all the outside bodies and quango's which earn staff and councillors plenty of money. Sometimes the council will contribute a small percentage. I know that councils have to cough up 5% of a councillors allowance if they are on GMFA, yet they don't have to declare this allowance.

The Tameside Chief Executive being indicated as a Director (twice) of the Carillion Group/Inspired Spaces which obtained £600 million contracts for Schools and the Mottram ByPass should surely consider his position.
What about impartiality on behalf of the Electorate.
What is his monthly "total income",and why did the last Chief Executive jump ship to go too Trafford Council.
They are our "servants" stop taking the p--- out of us and that includes the TMBC Labour Leader.

I understand the last Chief Executive left after having an almighty bust up with the now deceased council leader Roy Oldham. Apparently the previous Chief Exec was attending a party at the home of Roy Oldham when the trouble erupted.

Another well known Tameside blogger has full details and may be willing to share them with us?

One has to beg the question, is it fit and proper that a council Chief Exec chooses to attend a private party at the home of the elected council leader. Could this not lead to favouritism in favour of one political party over the rest?

I recall Owen Oyston multi millionare and devoted finacial supporter of the Labour Party having numerous party`s at his North Lancs Houghton Towers and our no longer Labour Leader was a Director of an Oyston Co with Lord Pendry having thousands of shares in the Oyston Spanish Development Co,past years events and escapades
should tell every one living in Tameside that we are certainly not not administrated by Real Labour MEN/WOMEN seeking to help the deprived,but we now have the Despots,Devious,and no problem with Duplicity types filling their pockets with our money and masquerading as people of principal.
If the full knowledge known was ever told,a cyclone would rip Tameside apart, as the TEL scandal "almost did".
As a final point imagine the full domestic income for those Councillors with Wives or Partners both being part time workers.
They are screwing you rotten because your money becomes their great family income, and wait until their Wills are exposed and see the wealth accrued.

One older concerning sleazy example which I investigated in years 2000/2001
involved this company.

The Company had received a
£multi-million loan which according to TMBC end of year Accounts had not repaid for at least 20 years because the Company according to the financial report had still made no profits.
The loan was made by Greater Manchester Councils using Council Taxpayers money.
What Bank would loan such huge loans for many years with no pay backs on the loan ??,I thought.
Because a Tameside Councillor was indicated as a Director,followed by another one later on,certainly increased my interest and I initially raised the situation with my District Assembly with the response within the forthcoming minutes stating Title:
"Loans made by the Council to external companies during the 1980`s."
Reponse being: The Chair Councillor A.Gwynne stated that such matters were outside the remit of the Terms of Reference of this Assembly (18th January 2001)
Well I persued it robustly,and will add further details during the next few days.

is that Modesole ltd that was created by Greater Manchester Council and then, when it was abolished, the shares were transferred by the then conservative government to all the local authorities of greater manchester?
The company that was created to regenerate the gmex area and the area around it, hotels, concert halls etc?
Hardly a secret is it? And, what a fine job it did with Gmex and surrounds.

Hi anonymous, Its Kings road and debdale lane and cornhill lane that run down the reserior near the old waterworks in Audenshaw, united utilities have decided they don,t want them anymore. Now the kingswater project has gone tits up (and so it should have done an all)the residents have been in discussions for years to try to get the counicil to adopt them but all they say is they,ve got no money, now the 16 residents that live down there face the propets of having to pay for the maintainece for 3 mile of road that incidently is used a heck of alot by dog walkers, and people that are out with there family for days out.

24 people taking £2 million in salaries, in the middle of a recession while the rest of us suffer recession/mass immigration caused chronic wage suppression. Overpaid wankers, they should all take a 25% wage cut or be made redundant. Let's see them earn that sort of money in 'top' management in the private sector if they're so good. With job cuts at all levels of management in the vast majority of companies I reckon they'd struggle to find a job that paid one third of what they currently receive, I won't say earn.

Dog walkers,fun fair goers,rambling clubs,familys on days out,people interested in wild life, people looking at all the listed old buildings down there,the boy scouts go down there,cycling clubs and a lot of them bein kids and it is also use as a inportant cut through for people going to work on foot and on bikes, its a really sorce of free family entertainment the kind of place you can spend a sunday afernoon out with your wife and kids its been used like this for years, so why should the council spend a few quid redoing the paths and road ways to make the area better. Why should it be down to a handful of residents?

Good post Aluman. Yes, it does seem unfair that the residents are expected to maintain the road when it is used many people who do not live there.

What is the listed buildings you refer to?

Did you know the Nico Ditch runs right through there? The vast majority of Tameside and even Denton residents are unaware of its existence despite it being listed as an ancient monument. The ditch is believed to have been the boundary marker of the kingdoms of Mercia and Northumbria.

Tameside has the fourth highest number of young people claiming job seekers allowance according to the GMB Union. 31.7% of people aged 18-24 don't have a job.

Is this the result of Tory cuts? Of course not. It's the result of a poor education system coupled with low career prospects for people leaving education. Obviously there isn't enough Tesco jobs to go around.

How "Your Money" Is Circulated.
A question to the District Assembly meeting 2001 (which concerned associated loans granted by TMBC provided by Tamesiders)
Almost l8 years ago in 1983 Tameside Council was an contributor to a
large £Multi Million plus loan to a Company named Modesole Limited of Rochdale, and
Councillor Roy Oldham has been an alternate Director of this company,
The original guarantee of this large loan was Greater Manchester Council but have now decided that the responsibility for this loan being paid after 17 years
should be passed to the surrounding Councils.
When the loan was given in l983 it was to he repaid out of the profits of Modesole
ltd,but it appears in TMBC Annual Accounts that Modesole have not made any profits since l983,hence this
still outstanding large loan was accordingly shown in Tameside Councils Annual Accounts.
lt now appears that a sufficient fund to meet the anticipated guarantee call and
repay Tameside Councils share of the loan in the year 200l is expected ?.
My information is that part of the G.Mex development in Manchester was too come trom Modesole Ltd where Councillor Oldham has been an alternate Director,but now it appears that via Modesole Ltd Councillor Roy Oldham is now
also a paid Director of G.Mex in Manchester.
My question which l would like this District Assembly to deal with and report back
to the electorate in the Denton and Auderishaw area is::.
What amount of money is "owing" to Tamesicle Council MBC
Why wasn`t the loan called in earlier being it was given almost 18 years ago in 1983
to Modesole Lid who could not repay the loan earlier because they had not made any
profits for 17 years and why has Tameside Council not taken any action earlier to call in this loan.
Seeing that Councillor Oldham must have considerable knowledge of this large outstanding loan, having been a Director of Modesole Limited and also GMex
could he inform this District. Assembly what interest rate will be paid on this
almost 18 year old unpaid loan and what will be the total accumulative amount of money
paid back to Tameside Council TMBC
How many long established loans are outstanding to Tameside MBC at present
other than the £Multi millions to Manchester Airport, and are any Members or Oflicials of
Tameside Council MBC directly or indirectly involved with such Companies as paid Directors, with out-standing loans or part loans,from Tameside Council.
Could Councillor Oldham in his very senior paid capacity within the G.Mex organisation and
previously Modesole Limited, and being the Leader of Tameside Council inform the electorate of this huge amount of money loaned out, which originated from the res-
idents of Tameside ?

and the House of Lords Members Interests are open for scrutiny on the Internet,but Tameside MBC have been for years refusing to show Tameside Councillors Interests which can indicate paid positions enabled by simply being a Councillor.
They have been requested to publish them,but refused.

Mr.Pleasant gets £157,000 plus, plus,plus,but it may have increased since then.
Whatever he gets is a fortune,and not forgetting that most Council Executives in the UK would not command their salaries in the Commercial/Business World.
The Prime Minister gets £198,000 as a comparison,but his responsibilities running a major World Nation, are probably 1000 times greater than Mr.Pleasant.
who is laughing all the way to the Bank with our money and still we do not know what other activities he gets paid for.

Try Carillion on Google and see how this huge Company gets a grip on Council contracts,its tentacles spread in such ways it has a hand in other than simply building projects.
Having achieved £600 million contracts with TMBC a quango was created with TMBC Councillors and Carillion concerning childrens healthy eating.(fanciful spurious quangoes which secure positions).
With TMBC not yet announcing its cuts in full,a main objective will be to blame the present Government coalition for the cuts,having spent money like water,with hundreds of extra staff to doing non essential jobs,and then whilst the Councillors and Executives pocket ever increasing salaries
they will be launching a campaign before the local elections in May to rubbish the Government coalition
for creating the fewer services and stating Labour had nothing at all to do with chronic failure to administrate the multi billion amounts it wasted.
We now have another b----- STATUE going up to glorify a Footballer.
As an Ex Labour sick to the baqck teeth with manipulations,deceptions

It is interesting as one observes the events unfolding in Egypt, that WikiLeaks have revealed two significant pieces of information;

It would appear, if we read the articles concerned, that Mubarak has not been forthcoming in the face of Israeli demands for the supply routes to Palestinians in Gaza to be cut. Therefore with the collusion of the pro-Zionist puppet US government, the Israelis have plotted and seem about to achieve regime change and the installation of a new more compliant Egyptian leader.

President Assad of Syria should be very watchful of developments among 'pro-democracy' groups in his country, otherwise the whole Arab world may be effectively emasculated.

IN YEAR 2000 after carefully scrutinising all the TMBC Councillors Declaration of Interests, just two of the individuals who were listed was a Councillor JT who had no interests showing since 1984 (16 years)
Another one observed was a Councillor A Whitehad with no interests showing since 1990 (10 years)
Now after reporting this matter to the then TMBC Chief Executive Mr Greenwood whose declared responsibility within Government requirements was to ensure Declaration of Interests were annually collated I heard nothing further.
Did this show negligence by the then CE,or was the filing systen flawed or were no Interests completed by some Councillors.
Having been somewhat concerned,it would have been appropriate to receive an explanation,but silence reigned.
Lets have all the required Declaration of Interests on the TMBC Web-Site please which would include positions in other companies,roles in outside bodies,groups etc plus gifts of course,and external paid jobs,advisory or part time with all indicating the Companies names concerned.
It would assist TMBC in indicating its probity and openness to the 220,000 Tamesiders which I feel sure they will wish to agree with.

Well what can I say, this blog has been fascinating of late, thanks mainly to our new poster, who has informed us of the shady goings on amongst the councillors and executives at TMBC.

Now I want to ask our new poster a serious question that has been raised before on this blog over many years and by many people. The question relates to whether or not a certain Labour councillor in Tameside (the libel laws prevent me from naming names) has ever served a prison sentence? I've heard on the grapevine that the person in question may have 'gone down' for clocking cars and that the crime occured before he became a councillor.


Even if you aren't sure one way or the other, I'm confident that with all your experience in "digging out" inconvenient truths, you'll be able to get to the bottom of it.

I would be extremely interested to read your response.

Many folk! That knew this Cllr long before he was elected.
Tell me that he was a crook dealing in forged car documents.
With a well based, local, criminal legacy prior to 1984.

“I would love to see tax reductions,” David Cameron told an interviewer at the weekend, “but when you’re borrowing 11 per cent of your GDP, it’s not possible to make significant net tax cuts. It just isn’t.”(1) Oh no? Then how come he’s planning the biggest and crudest corporate tax cut in living memory?

If you’ve heard nothing of it, you’re in good company. The obscure adjustments the government is planning to the tax acts of 1988 and 2009 have been missed by almost everyone(2,3). They are, anyway, almost impossible to understand without expert help. But as soon as you grasp the implications, you realise that a kind of corporate coup d’etat is taking place. Like the dismantling of the NHS and the sale of public forests, no one voted for these measures, as they weren’t in the manifestos. While Cameron insists that he occupies the centre ground of British politics, that he shares our burdens and feels our pain, he has quietly been plotting with banks and businesses to engineer the greatest transfer of wealth from the poor and middle to the ultra-rich that this country has seen in a century. The latest heist has been explained to me by the former tax inspector, now a Private Eye journalist, Richard Brooks and current senior tax staff who can’t be named. Here’s how it works.

At the moment tax law ensures that companies based here, with branches in other countries, don’t get taxed twice on the same money. They have to pay only the difference between our rate and that of the other country. If, for example, Dirty Oil PLC pays 10% corporation tax on its profits in Oblivia, then shifts the money over here, it should pay a further 18% in the UK, to match the corporate tax rate of 28%. But under the new proposals, companies will pay nothing at all in this country on money made by their foreign branches.

Foreign means anywhere. If these proposals go ahead, the UK will be only the second country in the world to allow money that has passed through tax havens to remain untaxed when it gets here. The other is Switzerland. The exemption applies solely to “large and medium companies”(4): it is not available for smaller firms. The government says it expects “large financial services companies to make the greatest use of the exemption regime”(5). The main beneficiaries, in other words, will be the banks.

But that’s not the end of it. While big business will be exempt from tax on its foreign branch earnings, it will, amazingly, still be able to claim the expense of funding its foreign branches against tax it pays in the UK. No other country does this. The new measures will, as we already know, accompany a rapid reduction in the official rate of corporation tax: from 28% to 24% by 2014. This, a Treasury minister has boasted, will be the lowest rate “of any major Western economy”(6). By the time this government is done, we’ll be lucky if the banks and corporations pay anything at all. In the Sunday Telegraph David Cameron said “what I want is tax revenue from the banks into the Exchequer, so we can help rebuild this economy.”(7) He’s doing just the opposite.

These measures will drain not only wealth but also jobs from the UK. The new legislation will create a powerful incentive to shift business out of this country and into nations with lower corporate tax rates. Any UK business which doesn’t outsource its staff or funnel its earnings through a tax haven will find itself with an extra competitive disadvantage. The new rules also threaten to degrade the tax base everywhere, as companies with headquarters in other countries will demand similar measures from their own governments.

So how did this happen? You don’t have to look far to find out. Almost all the members of the seven committees the government set up “to provide strategic oversight of the development of corporate tax policy” are corporate executives. Among them are representatives of Vodafone, Tesco, BP, British American Tobacco and several of the major banks: HSBC, Santander, Standard Chartered, Citigroup, Schroders, RBS and Barclays(8,9).

I used to think of such processes as regulatory capture: government agencies being taken over by the companies they were supposed to restrain. But I’ve just read Nicholas Shaxson’s Treasure Islands – perhaps the most important book published in the UK so far this year – and now I’m not so sure(10). Shaxson shows how the world’s tax havens have not, as the OECD claims, been eliminated, but legitimised; how the City of London is itself a giant tax haven, which passes much of its business through its subsidiary havens in British dependencies, overseas territories and former colonies; how its operations mesh with and are often indistinguishable from the laundering of the proceeds of crime; and how the Corporation of the City of London effectively dictates to the government, while remaining exempt from democratic control. If Hosni Mubarak has passed his alleged $70bn through British banks, the Egyptians won’t see a piastre of it.

Reading Treasure Islands, I’ve realised that injustice of the kind described in this column is not a perversion of the system; it is the system. Tony Blair came to power after assuring the City of his benign intentions. He then deregulated it and cut its taxes. Cameron didn’t have to assure it of anything: his party exists to turn its demands into public policy. Our ministers are not public servants. They work for the people who fund their parties, run the banks and own the newspapers, insulating them from democratic challenge.

Our political system protects and enriches a fantastically-wealthy elite, much of whose money is, as a result of their interesting tax and transfer arrangements, effectively stolen from poorer countries and poorer citizens of their own countries. Ours is a semi-criminal money-laundering economy, legitimised by the pomp of the Lord Mayor’s show and multiple layers of defence in government. Politically irrelevant, economically invisible, the rest of us inhabit the margins of the system. Governments ensure that we are thrown enough scraps to keep us quiet, while the ultra-rich get on with the serious business of looting the global economy and crushing attempts to hold them to account.

And this government? It has learnt the lesson that Thatcher never grasped. If you want to turn this country into another Mexico, where the ruling elite wallows in unimaginable, state-facilitated wealth while the rest can go to hell, you don’t declare war on society, you don’t lambast single mothers or refuse to apologise for Bloody Sunday. You assuage, reassure, conciliate, emote. Then you shaft us.

Because I have found the MEN to have an agenda which limits criticism of Labour Councils whenever possible,mainly because of its close links.
Maybe this in todays MEN might enable more light to be shone on TMBC.

Me thinks Monbiot is throwing some Red Herrings into the political equation as regards the wealth generated for the few mainly Tory.
Yes the Tories have their vastly wealthy benefactors as its always been,but in 1997 the Labour Government produced its own band of sleaze creators with Mandleson and his £Billionaire Steel associates,Levy with his huge group of Multi £Million Labour Backers,and Rupert Murdoch the Billionaire Media Mogul.
Every time you throw a Tory high backer up,you can equal it with a Labour one.
In Politics there are no such things as principled,honest people
with the courage to serve their own consciences and the people (if they should have one), who you can trust,and thats why the UK is scratching at the bottom of the Cess Pit Barrel for
those of much grander morality and honesty,with the real consciences which are needed to serve the UK folk.
It might be a pipe dream,but we have to continually sift out the pretenders and abusers of power as soon as they surface.(and thats not easy)

Anyone interested in of the INHOCO the huge creators of Companies where I have located Councillors names and Large Companies wishing to create an alternative named Company where funds can be distributed.
I have been tracking this vast source of Companies for ages, who have created new Companies and then disolved them once the wheeling and dealing is done.
All in a days work uncovering reality.

Can anyone recall the suspect package found near Mr.R.Oldham`s house some years ago which turned out not to be an explosive device,because soon after an expensive sophisticated large alarm system was fitted at his home.
Who paid you might ask,well it turned out YOU DID because the reply to questions from the then TMBC Chief Executive was that the somewhat expensive system was being "loaned" to the house occupant courtesy of TMBC because of the possible dangers to a Tameside Councillor
Has this loaned item become simply a property feature these days or have the Council Taxpayers now retrieved the loaned system.
If you don`t ask you never can know.

As of yet I have no knowledge of what you wish to know,but interesting things always interest me.
Having interviewed and employed a fair number of folk over past years for a Multi National outfits,the criteria always was that if someone who had been convicted was not asked the question or disguised the facts of a past conviction at the interview stage, then when the name of the new employee was submitted to the Insurance Group as it had to be, then any received information from Insurance Co enquiries which eventually confirmed a conviction even after 30 years had elapsed
mean`t that the Company employing that person had their Company Insurance immediately invalidated until the person concerned was dispensed with.
Maybe harsh but the Insurance Company was simply protecting its own interests should events create any claim.
My only answer at this time.

Yes, I well remember the story regarding the fake bomb. Rumour was that it was a disgruntled ex-employee who did it. He allegedly had a military background which meant that he posed a real threat if he decided to turn up the pressure. If I recall correctly there was no prosecution.

surely the transaction would not have been shown direct with the TMBC Council Offices Wellington Road.

If TMBC play the markets with OUR MONEY, which other Companies have got OUR MONEY courtesy of TMBC
I think we need to know something more about TMBC`s activities especially when our money seems to be involved
